Text: Portsmouth African American citizens meet at the home of Mrs. Cornelia Reid and elect officers to head the Portsmouth Library Association. They decide to raise funds to purchase two lots within the city of Portsmouth at South and Effington Streets and vote to have Dr. U. G. Wilson head the fundraising campaign. The campaign is launched and funds are raised in six months. Rev. Birchette passes away before the lots are purchased and deeded to the city. Portsmouth City Manager Arthur Owens persuades lawmakers to build and maintain the $10,000 Community Library building.
