Text: 1914 City of Portsmouth opens first public library. Jim Crow laws and traditions mandate that only white citizens can use the facility.

Text: 1927 Rev. M. B. Birchette of the St. James Episcopal Church proposes that Portsmouth African Americans open a library that will serve blacks. Rev. W. H. Willis and Mrs. W. E. Reid support the concept and work with him to realize this vision.

Text: 1931 The Portsmouth Library Committee formed with 10 members. Seven women and 3 men made up the committee. Two of the three men were church leaders: Rev. Birchette and Rev. Willis.
